To be fair:

The financial markets are an evolutionary system. They will adapt to any non-evolutionary regulation. All regulation does is change the environment; they will shift around to a new confirmation that maximizes profit in the new environment, and any non-evolutionary regulation will always eventually fail, just as if a species never evolved its immune system, bacteria and viruses would overwhelm it.

True evolutionary regulation is probably beyond both our mathematical capabilities and our political capabilities right now, but we should acknowledge that there’s no set of regulations that will prevent the financial markets from assuming a dangerous confirmation— it’s inevitable, when regulations are static.
