Seriously, East and West Jerusalem are basically two separate cities, one Arab, one Jewish. Just give each side control over where they actually live.

Not so easy to do since now there are many integrated neighborhoods. East Jerusalem residents have jobs in the West, the Light Rail connects the City, and East Jerusalem also depends on visitors from the West to support its businesses.
