It’s not legal if Jesse White, our Sec of State, doesn’t sign-off on it. So, techincally he isn’t the new junior senator from Illinois.

I also heard that the Dems are refusing to seat because White, SoS, won’t sign off on it. And so far, White ( a black man, BTW) is refusing to budge.
