So they’re proposing a laundry list approach, penalizing particular procedures. Without regard for why they’re being performed.

Just my view, but this doesn’t strike me as a recipe for quality medical care.

It strikes me as putting an initial framework for rationing in place. It’s always easy to add to the list.
