They get priced when the guys sell them to the bad bank. The bad bank(s) will bid. If the guys who have the glow in the dark stuff don’t want to sell at that price, they don’t. Same way any market works. I offer you X, you can take it or give me a counter offer. We can haggle. You don’t like my price, try the guy next door. I was virtually a market maker in National Presto for a couple of months many years ago. The specialist was just as happy that he didn’t have to risk his capital.
