It’s a room, usually in a basement, where wine fanatics store vast amounts of wine (usually neck down) which keeps it better. Or something.

I use cheap wine for cooking so that’s my 10,000 ft explanation.

Assuming this was meant rhetorically or ironically, I will nonetheless explain that if wine is to be stored for long periods then it is best kept dark and at a constant temperature.
