Even though in some ways it’s frustrating, the lack of impact you have in Skyrim on larger events is much more ‘realistic’ than the “You decide the fate of everyone, everywhere” aspect of Fallout. All the “Fallout” games have a background of ‘destiny’ to them— you’re ‘the chosen one’, your descendant is real important, etc.

In Skyrim, you’re the Dragonborn, but that and a gold will buy you an Orcish arrow. You’re not going to convince anyone to follow you by shouting at them. You get the political power other people give you. At the end, you are possibly in a position to start jockeying for leadership. Possibly.

It’s interesting.

That’s another great thing about New Vegas, except with the Independent ending, you don’t wind up ruling anything at the end. The NCR treats you as just another soldier, if a very useful one. Same with the Legion, where regardless of whether Caesar or his Legate is ruling, you just end up a high-placed grunt. And you end up as Mr. House’s lieutenant and successor in his ending, but there’s no guarantee he’ll ever die.
