Really don’t know how this is supposed to help Boehner’s bargaining position. What, does he believe that if he has something “on the table,” the Dems won’t just overlook it in the pursuit of getting their own bill to Obama’s desk?

It gives him an out to say he ‘did all he could.’

I still believe he’s done as Speaker, either now or later.
