No, it’s social conservatism without the command to be “be fruitful and multiply” found in socon circles within the US. The family-hostile work culture in Japan hurts as well and the job losses after the 2011 earthquake and tsunami have been a further blow. The power shortages in Japan have not been cured, and they’ve actually caused outsourcing to the US in some cases, mostly for cars intended for sale in Latin America.
