There was an article in Vanity Fair where they had photos of the actual paperwork that was signed for the original bail out in 2008. All the large entities actually hand wrote the amounts the wanted with scribbles in the margins. Unbelievable. This was a was a major panic.

My question: What, 100%, was the reason behind it?

I swear we are all in the dark about it.
