It is possible that the regulations changed in between the time I was working with the nuclear Navy and when Carter was there. But these days, if you are an officer assigned to a sub, you went to nuke school.

Carter attended about a year of nuke school and left, resigning his commission, when his father died. He never was a nuclear engineer.
