It’s valid. The program shows how inept government can be with planning and how putting money into people’s hands will get them to spend (which is why tax cuts work).

As a side note, I think it shows a complete disregard for religious Jews who were not able to participate in the program because it started and (apparently) ended the first 9 days of Av.
