There are probably a lot of people who are eligible to vote who can’t or don’t drive and thus don’t have a drivers license and/or car registration. It’s a poll tax and that, as it turns out, is unconstitutional.

I don’t know about NH, but CA issues IDs to non-drivers.
Now, if you’re saying you need one specific ID that they will charge you for, then that is certainly a poll tax.
