Why would they? Israel is the perfect target for a UN agency: They have a built in list of enemies so you’ll be applauded for attacking them, they have few friends so the risk of backlash is low, and Israel only uses force if force is used against her. A UN grandee can lie their ass off in defaming Israel, secure in the knowledge that Mossad doesn’t come after you for defamation. By contrast, producing a hard-hitting report on Iran would get the same grandee on a death list. So they aim at the easy target. Cowardice, pure and simple.
