I don’t think it’s the same with South Korea. Someone posted out here …….well recently! that North Korea has THOUSANDS of heavy Artillery guns on their side of the DMZ, which could easily reach Seoul South Korea - home to 10,000,000 people (and most of the 30,000 US troops in S.K.) and, absent some sort of miraculous first strike hit by South Korea that would take out say 95% of those artillery pieces, I doubt South Korea will do much offensively unless attacked.
