Zuccotti Park is adjacent to the WTC complex, so there’s a constant police presence here and has been from the outset.

But the real issue and difference between TP and OWS is that the TP was a transient event; they’d march and then disperse back to wherever they came from. The OWS is a constant presence, at least in Zuccotti Park for the past 6 weeks now. And with anyone able to “join” the protests and sleep there - anyone can walk in and become a “protester”, including any number of homeless people who found that they could get free meals and not worry about being accosted by cops (for the moment at least). So, you’ve got cops who are here in force, but aren’t stopping people from coming and going as they see fit, and unsavory characters can be filtering in.
