If we’re waiting on Congress or the states to agree to abolish the DP, then we’re going to be waiting a very long time. For example, the VA assembly just got done passing a bill that says if the state cannot get its hands on the drugs for lethal injection, then it will default to the electric chair for executions. I strongly suspect if someone determines a way to cut the power to the chair during executions, the state will seriously consider bringing back hanging next.
