Bachmann’s view on this is nuclear stupid. HPV can be spread *without* sex, by fooling around, by oral sex, possibly even by kissing. It could even be spread by non-sexual skin-to-skin contact.

In other words, you could have two people go their wedding bed as unsullied virgins and they would still get HPV.
