Is it possible to slant-drill from 8,000 miles away?

About 15 years ago I read an article about a guy in Israel who had a dream about a verse in the Bible that talked about “oil under the feet” in some specific location in Israel. The guy pursued putting together the resources and permits to do a test drilling in that location…

And found oil.

But not just any oil. Oil that was identical to that found under Saudi Arabia (i.e., tapped from the same field).

Israeli govt. then suddenly outlawed drilling in this location, declaring it a wild life preserve.
