He’s mocking Buttigieg because he thinks child care is for women, which is, frankly, a horrendously misogynistic take on the world. For most of human history, there has not been clearly gender-defined roles for parenting; men and women were expected to have equal influence and put equal effort in parenting. It’s literally only the war and post-war generations of the 20th Century, where our soldiers went to war (and then later to work) while the mothers stayed home and cared for the kids, that defined this as the norm.
