When it comes to personal issues - and make no doubt about it, a man flirting (even in poor taste) with another adult woman is personal - I will assume the accused of the inter-personal impropriety is innocent until shown otherwise.

That you seem to be so smug about this issue - which again has no significance (other than if he was using government property for personal use, which itself would be a pretty trivial example of that kind of thing) - only shows that you too want to make something out of another person’s private life.
