Nobody’s ever said that having smaller class sizes eliminates the possibility for individual students in those classes to test in the bottom 10%. This is a classic example of a politician using statistics to misinform the electorate through a bait and switch. His typically undereducated conservative target audience hears that and assumes he’s actually saying something about average class performance when he’s doing nothing of the kind. All he’s doing is cherry picking the worst performing individual students, which exist everywhere, and characterizing smaller class sizes by the fact that they still exist.
