It’s highly ambiguous. Almost any “government executive” could be projected into that empty space. Seems very similar to the way cold reading works.
I can’t remember the name of it to save my life, but there was a study conducted once upon a time that involved people being asked to rate how accurately they thought a few paragraphs described their personalities. Almost everyone said it was an exact or nearly-exact match. In reality, the descriptions were very generalized statements that could apply to almost everyone, but were worded in such a way as to give the illusion of being specific.
