People in my area lose power once or twice a year for one or two days at a time, mostly during the summer (thunderstorms) and winter (ice branches).
This is a normal urban/suburban area. I don’t see any particular reason why it wouldn’t be possible to improve the infrastructure and minimize these effects, especially since I have lived, and other people clearly live, in areas with similar weather without such ill-effects.
The infrastructure isn;t the problem. As you and I both stated, it’s usually weather related because something either fell on (from ice/snow) or hit (lightning) a line or a transformer
Georgia Power has crews out daily trimming tree branches back away from lines to alleviate it
