Chicken-and-egg situation, really. California was moving leftwards even in the Reagan days, as in 1976 Ford won it while losing nationwide, while in 1984 Reagan won by less than his nationwide margin despite being a Californian. In 1992, Bush Sr. did terribly among California Latinos (some estimates put him in third behind Perot). Prop 187 was a reaction that the GOP thought they could get away with during an offyear election. Oops.
