No, it is not. This is what he said:

Ban that wretched book like Mein Kampf is banned!

In doing so send a signal to Jami’s attackers and other Islamist that the Koran never ever can be allowed to be used as an inspiration for violence.

If you read that whole speech, your argument from fairness is simply not to be found.
