Environmental stimuli like songs and TV cannot possibly affect biological processes such as the onset of pubescence.

However, girls can certainly start acting sexual at younger ages due to cultural influences (which is definitely happening). Thus, a 13-year-girl in the 19th century may have hit puberty but still acted demure and modest. But a 13-year-old girl today who hits puberty has actually been practicing acting sexual since she was 8 years old — so she’s already mentally prepared to begin acting sexual the moment she is capable of it.
