According to Dodd, the goal of the bill is to “help communities cut traffic congestion, reduce greenhouse gas emissions and fuel consumption, protect green spaces, create more affordable housing and revitalize existing main streets and urban centers.”

Of course, the implication in the article you cite is that the bill attempts to make it a law that people must live in healthier communities. It, of course, does not.
