Great link. I’d bet you’re right about Obama and Lee discussing this, but not sure what Obama’s position might have been. And China’s “not opposed” stance is a little weak for my taste, but it’s sure better than nothing.

My guess about what the Chinese statement means:

The US told the Chinese, “We have to respond to this missile test. If you insist on using your veto on the UNSC, we will have no choice but to intercept the missile.”

China to US: “Ok, we’ll let you bring it to the UNSC, so long as you don’t intercept.”

These statements are more about aligning the positions of all the other interested parties, (US, China, South Korea, Japan, Russia & Taiwan) than they are about deterring the NoKos.
