I a bit confused by how you are describing Obama and his agenda. Are you saying that the more he does for the GOOD of the country, the more he is going to start to track downward in popularity?

Or are you saying that his agenda (ex: health care) is not going to be good for the country, and as he moves that forward, the population will start to realize that, and in turn, this will cause his popularity and support to trend down?

Neither. Anytime there is change, people become uncomfortable, especially when the other side is talking doom and gloom. If a program is passed, and works fine, then his popularity will grow, if it does not, it will go down. Overall, most of the time the result is not as bad as the opposition predicted, and the POTUS will get a bump.
Look at Iraq war for example, we were told it would be a cake walk, and when it was not, the GOP took a hit. If it had turned out better, we may have had a decade of GOP leadership.
