I suspect part of it is just correlation between higher levels of poverty and being unable to pay the bills.
Very, very few Americans get a proper education in finances, and most of us who are fortunate to did so because we grew up with parents who passed those lessons on.

Nope. I think Cracked had an article at some point on facts about debt and collections. We don’t have debtors’ prisons, so truthfully, the only thing they can do is wreck your credit history - and even then, you can eventually find someone to lend to you. Interestingly, if you pull up the actual report, they talk about the average amount of debt owed in collections and that is not concentrated in the South but instead fairly evenly distributed (possibly a little higher in the western states but the graphic is very different from the % with debts in collection).

The concept, commonly referred to by transportation observers as “devolution,” calls for lowering the gas tax that currently pays for most federal transportation projects from 18.4 cents per gallon to 3.7 cents in five years.
During the same time period, the bill would transfer authority over federal highways and transit programs to states and replace current congressional appropriations with block grants.
Sen. Mike Lee (R-Utah), who is the primary sponsor of the gas tax reduction proposal, said Tuesday that it would give states more control over transportation funding that they collect via their own fuel levies.
“Under this new system, Americans would no longer have to send significant gas-tax revenue to Washington, where politicians, bureaucrats, and lobbyists take their cut before sending it back with strings attached,” Lee said in a statement. “Instead, states and cities could plan, finance, and build smarter and more affordable projects.”
Lee has been pushing to eliminate the gas tax since 2013.
The vote comes as senators are scrambling to approve a new round of transportation funding before the Highway Trust Fund runs out of money next month.

Sauté all veggies(onions, garlic, peppers - if you want them) first and deglaze your pot with some brandy. Then throw in the cooked chorizo, lime juice and stock & beans. Then stew.

The children on both sides deserve the ability to grow up in peace, to have access to the opportunities to grow and thrive and move beyond this horrific conflict that has consumed their elders with no signs of stopping.
