The actual ban is people who are neither US citizens, Green card holders, or immediate family members of US citizens who have been in the Schengen countries in the past 14 days.
Schengen countries include most but not all EU countries (Ireland is unaffected), but includes some non-EU countries (like Switzerland).
Of course, Russia and Turkey are unaffected…
