NPR had a long discussion on railed surface transit a couple years ago. The city planner interviewed linked their demise to the rapid rate of change in dwelling patterns. It just cost a lot more to install and tear up track, thus a fatal inflexibility.
Yes. But some of the concepts of trams can be applied to dual-mode vehicles, such as guided buses or vans. And I think that the cost of constructing guideways for such is a lot cheaper than proper rail.
