Does legal IT not have enough competence to say buy a new flash drive (or 20) for every set of data you need to hand off to a different parties in different court cases for discovery. Can’t a half way competent law firm just add $1000 for 20 Flash drives as a billable item?

I presume we’re not talking about petabytes of data here, just terabytes?

Or are there standards, certified vendors, etc, based on the jurisdiction that drive up the costs?
