I wonder if some people who want health insurance sold across state lines are thinking in terms of policies where if you get cancer, the insurer sends you X amount of money and then you get to go bargain with your local cancer center to try and get treatment for that amount? Because everyone with cancer has lots of time and choices for their care.

Paul Ryan believes exactly that. He has long supported replacing Medicare with “vouchers” because “Grandma loves clipping coupons and shopping for bargains!”
