I was going to make a snarky comment about ejector seats, but … evacuate in 90 seconds? I cannot see how any current plane meets that criterion, unless of course the passengers are all hyper athletic gymnasts who never panic.

It has to do with the number of exits and their distribution across the cabin. If the exits are all utilized appropriately, with a limit on the number of people exiting through a given door and the bottleneck points (where multiple exit paths coincide) wide enough to accommodate the flow, it’s not as unreasonable as you think. However, the test is run under test conditions, not with the plane actually on fire; so the panic element is a valid point.
