I saw an article which made the case Merle already is a zombie, he just doesn’t happen to be dead yet. He doesn’t give a damn about any other survivors and would kill any of them in a heartbeat to get what wants.

The zombies are vital to the overall plot, but almost incidental to the real stories. “The Walking Dead” are the living people.
