All taxation works (at least in the US) by the belief that citizens will uphold the law.
That is true today, with income taxes. The IRS does not audit each business to determine if one is truly reporting one’s net income.
In my proposed wealth tax, every tax payer will have to file. For most people the net assets will be below the threshold.
That there will be people who will try to cheat is not a reason to avoid implementing a wealth tax.
Otherwise, we might as well give up on income taxes too.
