Technically, the VP is supposed to just stay alive for 4 years and twiddle their thumbs until the President dies or the Senate needs a tie breaker vote.

AFAIK George Washington actually kicked John Adams out of meetings and out of the pre-White House executive office because it wasn’t his job to be there or do anything. John Adams was bent about it too and ranted about how useless his position was.

And when Adams was president, I doubt Tommy J stiffened any of his policies. I particularly remember some disagreement on the Alien and Sedition Acts. (but that was was when the VP slot was for the runner up).
