Military is irrelevant. Ignore the word completely.

The weapons causing trouble are semiautomatics with removable magazines. Make them all class III, even old semiautomatic hunting rifles with only 5 round magazines because someone could make 30 rounders for them and 30 rounds of 30-06 from a Remington 740 would be just as bad as 30 rounds from an AK.

If it were truly up to me, I would require a manual load action between each firing equivalent to a bolt action or a shotgun load.
