So basically if the NSA targets Greenpeace in Germany, they are allowed to include all US-based Greenpeace activists in the analysis and are also allowed to distribute those activists information outside of the NSA if they find anything incriminating.

No, that’s not what it says. It says the NSA can trace the contacts of people suspected of involvement in terrorism or other crimes, not that they can specifically target all members of an organization to which a suspect belongs. And any contacts determined to be US citizens have to be anonymized and minimized, and cannot be shared with foreign intel services.
