What was ‘lost’ there has not affected the price at all. In fact, prices at the pump have been falling since this started
What DOES affect the price (seasonally) is refineries having to switch from ‘winter blends” to “summer bliends” and back. They can’t store old/ unused seasonal stuff beyond several months, so that goes back to production.
Whole sale and crude prices have dropped while consumer prices have risen.
