The ultimate goal is to have a campaign issue to run on. They’re starting to get hammered on the shutdown, but they have to make Democrats look bad. So, force a vote on the item that won’t pass, watch it fail, and then pass the measure that will.
…then that means there may be enough to override a veto and force Trump’s tiny hand. Otherwise it’s a gambit that will risk backfiring on them.
