It wouldn’t be the CEO’s call alone. there would be too many people at the bank involved to authorize such a call, just as there were many to authorize accepting the monies. Same with GM and Chrysler.

I think there’s a very unhealthy relationship between the CEO’s and Board of Directors in the corporate world. The system was designed to protect the stockholders and ensure the companies would prosper. They seem to have banded together to milk the companies dry. Success of the company is no longer a priority in many cases. Capitalism needs an overhaul.
