Maybe. What I would argue is that NASA’s objectives need to be clearly defined, followed by the defining of the means to reach those objectives. Once that is done, we figure out what the costs will be and see which objectives are ‘need to do’s. Those that need to be achieved get the budget priority you called for, all others to be funded as funds are available. But while I want all programs held to high standards of efficiency (especially in procurement), one thing I’ll agree to is that if we are going to fund a program we must fund it as it really needs. No half-assed stuff.
