They’re lying. The Defense budget in 2010 was $721b. In 2015 it was $637b, that’s a 12% decrease. Keep in mind in 2011 the GAO couldn’t complete an audit of the DOD budget because “serious financial management problems at the Department of Defense (DOD) that made its financial statements unauditable”

There’s also the issue that we’re not actively engaged in large scale wars, which means spending isn’t going to be as high, either.

In other words, that’s not “decimated”.

Though a wag might argue that, using this definition:

kill one in every ten of (a group of soldiers or others) as a punishment for the whole group.

- that a 12% reduction kinda fits the definition.

More to the point, post Bush, we considerably drew down force in Iraq and Afghanistan, and when you’re not fighting hot wars, you don’t have to spend as much. See also “Peace Dividend”
