UC Davis is a soft target. A mere inconvenience to commerce when disrupted. This will get trickier, scarier at harder targets like financial headquarters, boulevards, freeway ramps, that sort of place. Then you might see Tasers and rubber bullets. Harder tactics at more critical locations.
