That’s easily accomodated by punishing individuals randomly for the crimes they will inevitably commit.

And standarise the punishments the way Draco did. He punished just about every crime by death, because the minor crimes deserved nothing less than death, and he couldn’t think of any punishment worse than death for the major crimes.*

*Draco obviously never played Dungeons and Dragons 4th Edition.
