The historical problem in education is that employers formerly used IQ tests to determine aptitude for a job. The tests were attacked as biased against minorities, so they were abandoned. College degrees started to replace IQ tests as the key employment credential. That created a demand for a college diploma from people who lacked any real interest in college except as a credential for employment. That, in turn, debased college as the diploma mills sprang up.

Murray really is arguing for a new way to credential pupils that avoids their having to bankrupt themselves by paying for an expensive college education they don’t need, aren’t interested in, and will never use. Improving the quality of high school, and limiting it to Tenth Grade for graduation, could accomplish that.
