Because what we need are not just bike lanes, but more dedicated bike trails. These can be routed through narrow areas and a lot closer to houses than most roads.

Houston is doing a fantastic job of building wide bicycle/pedestrian lanes along the city bayou system. Enables us to enjoy the beautiful natural resources while safely enabling access to most all city areas without needing a car or death wish.
